The hold-up time is close to 20ms, but the power ok signal’s hold-up time is below 16ms because of the extended PWR_OK Inactive to DC Loss Delay period. This doesn’t affect the ATX v3.1 compliance though, because the newest Intel spec is looser in this section than the previous one.
