The 12V rail’s OCP triggering point is super high at cold conditions but drops notably at high operating temperatures. The minor rails also have high OCP triggering points, allowing them to deliver more than 30A of current. To make matters worse, the difference between the cold and hot operating conditions is low.  Lastly, the over power protection’s triggering points are set high, especially in cold conditions, but at least the difference between low and high operating temperatures is increased.
