The 12V rail’s over current protection is conservatively set under all conditions, which is good, of course. Moreover, the over power protection is properly set, with a large difference between cold and hot conditions, to effectively protect the PSU. Nothing of the above applies to the minor rails, where OCP is sky-high, and the difference in the triggering points between cold and hot conditions is low.
