CORSAIR HX150Oi ATX 3.1 CERTIFIED?

Hello all
I want to buy CORSAIR HX150Oi (cp-9020261-eu ) which corsair advertises it as ATX 3.1 certified.I ordered the exact sku number from a greek site and when it came it wrote atx 3.0 at the box packaging. I returned it back and i started chat with corsair via email and live chat to clarify if i order the same sku from them if will come the new one.And now comes the conflict :
From the support via email, i was told that there is a difference between 2 versions mostly in the cable and that the zero watt scenario ,part of atx 3.1 if its included in atx 3.1 protocol, then it will be also supported from the psu.
From live chat though ,i was told that
1)Their atx 3.0 psus are exactly the same with atx 3.1 ,only box packaging changes and
2)the change of 12v 2x6 ,shorter pins,are to the cable side not the pcb header ,e.g graphic card.
2 suggestions which conflict each other.
Anyway ,i wanted to ask this :
Can anyone knows if the corsair HXi series,especially the HX1500i that i am interested is indeed ATX 3.1 certified and if it is that means?
1)the included cable is the same as old and only the name changed?
2)does the psu support the zero watt scenario as part of atx 3.1?
3)the change in pins that are shorter is in the pcb header e.g graphic card,or at the end of the cable?
I am still confused about this
